In the SQL Server DTS Wizard you have an option - use table or use the query. When use the query, edit box will appear where you write the query that gets the source data. In that query you can write any query sutable for data source (server) from which you get data (Oracle-like query), and there you can filter data as you mentioned. To get data from SQL Server table and use it in the Oracle query... Well, I guess you first transfer that date to some table in Oracle, than use in Oracle query. I do not know DTS exactly, but it seems there is also the COM interface that allows to do much more, try to search there.
