Did you tried to open it using the CREATEOBJECT() function? Something like
oMSProj = CreateObject('MSProject.Applciation')
oMSProj.Visible = .T.
Explore the OOP model (objects properties and methods) of the MS Project then and find what method to call to open the project file.
