Just some rough ideas to help are:

1. Make sure that each location has unique primary leys. eg LocId+sequenceno
2. Impelment a common transaction logfile recording every change in every table.
3. Timestamp every log entry.
4. Each client will read and process the other two clients transaction logfile at regular intervals.
5. Far from perfect!
