Not gray - but the same color as any other 3d object in user's color set.
Some apps I've seen actually look very ugly when used with any other color set different from MS has for default, because they assume the background will be gray. With more and more people knowing how to customize their desktops, relying on the assumption the background is going to be gray is more and more unreliable.

My team has tried to make some replacements for command buttons, and came up with just labels with underlined captions. They look so webby :)
