In my case, the only time I have a top level form is at startup. After that, I have a few forms which are modal and I don't want to make them top level for giving access to the menu. I think someone mentioned a trick a while ago about making the menu accessible. After all, the Edit menu, the File menu and stuff like that, need to be accessible at all time.
