Perhaps you could describe the basic 'operation' of your TRANSACTIONS.

For instance, are they long or short in duration?
Do you use embedded transactions? (i.e. transactions within transactions)
Are you sure that you TABLEUPDATE all tables correctly at all times?

My suspicion on this would be either:
1) some programming bug (not always TABLEUPDATING)
2) trouble with too many records in transactions hittong the Win98 server.
