You could instantiate a form that doesn't allow minimizing, preview the report NOWAIT, then ACTIVATE the "Report Designer" window in your form...

But perhaps there's another problem--what's happening w/ the minimized preview? I use 3.0b and never have a problem w/ getting the preview window restored, but I don't do a lot of that either...
