I think the easiest thing is to implement a "Rich Textbox" it's a Active-X control.
I know it's not a complete or positive answer, but I remember a posting that kinda asked the same question.

I would like to use a memo field for this, except there are words like "NEVER" and "BEFORE" that are bolded and underlined and need to stay that way.
