Apart from Alt-(number), you can change the keyboard layout. This is easier, if you need to input many characters.
Control Panel | Keyboard | Language. Check your main language, change Properties to US-International. This will allow you to type á ("a" with an accent) as follows: apostrophe ('), followed by "a". The same for other vowels. "ñ" can also be input as tilde (~) followed by "n". Or use right-Alt and "n".
