The reason I asked is that the BSA has a cylic campaign. They target a big city or a region of smaller cities and blanket it with radio and TV ads. Then they mail blanket letters to everyone, sort of like a fishing expedition, to see who blinks. Lawyers usually aren't involved. It's all done with boiler plate letters and legal documents that the pigeon signs, if they are scared enough. The cases of pirating reported by snitches are the ones handled by attornies. This is where the big bucks come from. The scared mom&pops just pay for the office overhead and salaries of the staff.
