I said they were enjoying a "degree" of monopoly power. I didn't mean they were a full blown monopoly.

What your talking about is colusion anyway and that applies more to olgopolies. A pure monopoly will either have an exclusive right to a resource or intentionally restricts output to keep prices above market rates after they have driven out all the competition.
