Have you had a play with SQL Server's Data Transformation Services? I haven't tried it with tables that big, but the Export wizard from the SQL Server enterprise manager may just provide the functionality you need.

The software can merge smaller dbfs into larger ones, but this is inconvenient. Does anyone know of a way to get data from SQL Server into a dbf that won't limit the size of the dbf to 2GBs. Thanks.
