I'm not sure, I understand your point. We're doing Address Standardization for Owner addresses. The owner of the property could be from any state of US (and even non-US). As the first step I check for validity State+Zip+City combination and report, if it's wrong. Since we have old data in the Zip_5 table, perfectly valid records were reported wrongly as invalid.
If it's not broken, fix it until it is.
