So if the version of InstallShield that we get with VFP7 is also based on Windows Installer, then presumably the same merge module will work with both installers.

All the VS installer and InstallShield do is make a nice wrapper around the Windows Installer, as Larry said. If you have a merge module and an OS with the Windows Installer, you don't even need InstallShield to install the merge module. Just double-click, and the Windows Installer kicks in (generally speaking; it's not always the case).
