The problem I mentioned is syntax highlighting (VFP keywords appear in blue). I just tried it: this still applies to files opened with MODIFY FILE.
Syntax highlighting appears in VFP 5 or later.
I think it is better to use an external editor. The ideal solution, perhaps, is using the Windows API to open the a text-file with its default application. For instance, a certain user may prefer Programmer's File Editor (I do).
Or create an HTML-file, and, once again, open it with its default association. This is what I am currently doing, but I am planning to give the users both options: text, and HTML. (With HTML, I can easily show the users bold and italic.)
I know: I can turn syntax highlighting off. But I thought this would be quite complicated to do on scores of user machines.
