If you go into Enterprise manager, create a blank database, then right click the newly create database, to to all tasks and then to restore Db. Select the database and the select restore from device. Click select device and browse to the dbk file that you have downloaded. Make sure the Restore Backup set says Database - complete and then click okay. That should restore the dbk to your newly create Db.
