Just to add my part; I use a top-level form, but it's .WindowState property is set to 2 at startup so that it takes up the whole screen regardless of resolution. I also use Vladimir's resize class (although modified). Everything is designed with 640 x 480 in mind as we want a user to be able to use that resolution if desired.
