The code in the example uses calls to add an address book display name to the "to:" line, then resolve that entry against the user's address book.
oMessage.Recipients.AddByDisplayName(SYSTEM_ADMIN)
oMessage.Recipients.Resolve()
Using .Add() skips any use of the local address book.
