Is it possible to define new menu pads in IE 5.5 menu bar ?

Currently I have a menu system implemented as a left frame in frameset. However, this consumes 15% of screen space at left side of screen.
I have experimented with javascript menus in top of printable area but they are slow, don't have standard windows apperance and don't have hotkeys.

I noticed that IE menu bar has a lot of space in right side and desided to move my menu to this area. Is it possible to do it using javascript or some other method? Are there some documentation and examples available? Is it possible to add my toolbar buttons also?
I can force client to install some additions to IE if required.
