Just check, if you have a table named MetaData.dbf in the 'Data' directory then there is line the framework where the classes are added using the SET CLASSLIB TO ... command. This line is being executed when you are loading the applications and since it is not able to find the cBhaviour.vcx file you are receiving the error message.

Build the EXE and the problem will not be faced.
