When I tried to do the same, I had a message that told me that I have insufficient priviledges. Actually, I have the grant to create indexes, I created some on the table I am trying to index on SUBSTR. Your approach with COMPRESS cannot be used with my application because I need to index on the very first letter on the column. But I find it interesting though.
