In MSDN, select "MSDN, Knowledge Base" for the active subset. Under the search tab, put "mscomm32" into the search box and go. There is a lot of chaff to weed through, but should get you started. Be sure to check under each topic for other KB references. MSKB Q194922 might be a good place to start. And also Q262883.

If you have any specs available on the scale in question, shoot them at me and I might be able to offer more details.
