This is strictly my opinion, not necesarily what is best...

If the option is not available to the user because of security reasons, such as showing an item cost, I prefer to make it invisible. This is more for the feelings of the user. Having the control visible but disabled draws attention to the fact that they're not allowed to use it.

If it's not available because it simply doesn't make sense at that time, then I prefer to disable it. The reason for that is that I personally like seeing all the controls that are available to get a better feel for what's possible to do with the form. Also, if the user wants to add a control to an already crowded form, it's hard to convince them there's no room if many of the controls are usually invisible. :)
