Lots of folks didn't want to leave Win 3.1 either. Simply put, there's no reason not to go to at least Win98. By comparison it's more stable than 95 ever was, although not near so much as Win2K.
To the best of my knowledge, there's no reason why (in terms of the OS) VFP 7.0 wouldn't run under Win95. However, if any problems arise, there's no support since it's running under an OS that isn't listed in the System Requirements. Further, there's no support for the OS period after 12/31/2001. Why not upgrade?
