Not so. You do need to have an exe file( startup file) but the .app can also be there, which is called from your exe. No need to install the development version to get an APP running. if you have an EXE with the runtime.

I do this all the time... I did this before I read about the app limits, so since I didnt know that the vfp instructions said you cant I just went ahead and did it. Then I read later that it shouldnt work. but it does. Go figure.
