Besides the network problems, if any, there is only one reason I know about - people turning off there computers w/o properly logging off.

There're a few programms you can use to check it. The two I used called whohas and fileuse. You can find them on the internet. I like whohas better but for some reason it doesn't work on the fast computers. Unfortunatelly both those programms requred at least operators right to the drive maybe even Admin.
>3) Is it possible to release lock programmatically from workstation? We have Novell server and Windows 95 as workstations.
To do that you have to kill connection that has this file open and I think only Admin can do it.
