Not reliably. If you want to send escape codes, don't use a Windows oriented printing tool such as Report Writer, which is designed to operate with the GDI and be hardware independent. The instant you start sending printer codes, you become hardware dependent, and dependent on the order in which things are written to the page image created in the output process. If you want to access the printer codes directly, give up on the Windows Graphic Device Interface entirely and use something like RAWPRINT or my DIRPRTCLASS and give up on Report Writer. Tring to mix the two, especially if you don't understand low-level Windows GDI operations, will inevitably lead to problems.
