The "!" is not a mistake, it's required for free tables. Normally the current Database (.DBC) is assumed, or you can specifying an alternate like 'myotherdbc!mytable.dbf'. So to get access a free table you essentially are stating that there is no .DBC. Try:

oMeta.oSDTMgr.Repair('!mytable.dbf')
