Yes, this is one of the requirement for being part of the program. I don't know about the frequency but I know they'll do a regular monitoring on the activity here. Also, even if you don't see them online, doesn't mean they are not here. They may use the Universal Thread Navigator or may have subscribed to the mailing list for that category. You may send them an email to know more about it.
