I don't think this has anything to do with VFP7, I think you will find it's an issue with Windows.
You said W2000 right?, when you install something as an Administrator there is probably a security issue in that other users will need to register the DLL's/Install the application under their own usernames, but I would leave it up to an NT/2000 expert to confirm that, I may, however be able to find out amongst sources within my dept.
I am assuming the users had Access-rights to the DLL's and not just the app?
