You mentioned that you deleted the Oracle entries from the registry... Did you first check Oracle Universal Installer to try and remove everything that was listed via the Installer first?

Yes it can. I have Oracle 8 Personal Edition version 8.1.7.0.0 installed on my Windows 2000 laptop.
