Comsidering how flakey setup programs are, I would even attempt that. I'm assuming it's that big because of "data".

I would just worry about your actual "program" and then have another (custom) program (ie. "step2) that copies over any "data".

Keep the "app" on one CD/set of floppies ... put the "data" on it's own CD(s).
