You could also print a receipt only AFTER the bill is saved and put up a sign for the customers to read "Cashier MUST give you a receipt".

Also, along Jim's idea, you can write a 'buffer' utility that saves the current unsaved bill to a temporary file prior to displaying the total on the screen. If the transaction is saved, the file is erased, if not, when the app is restarted, the 'temporary' bill will be uploaded and saved and would require a manager's approval to void it. (a txt file would work best, no file locks to worry about on the reboot) This is by no means fool-proof, but only someone experienced with computers could get around it.

BTW, I know there's a way to disable a number of the WIN95 OS functions, including CTRL+ALT+DEL. There are a number of POS systems that use that type of functionality. I'm just not sure how to do it. But, even with those failsafes, the cashier could hard boot it too....
