Additional information: I researched the error message I'm getting, which is HTTP 403.9, which is "Too many users are connected". I looked in the Internet Services Manager and the connections is set to 10. I'm sitting here on the laptop, and nothing or no one is connected to it, and yet it says "too many users" - that doesn't make sense!
