The Post Office has this page:

One of my clients wrote an OCX control that automates the lookup of the zip + 4 by passing the address entered by the user. The control parses the response for the zip+4 code. The post office could change the functionality at any time, or change the returned HTML that would make this control useless.
I use this control in some of my other apps and it works like a charm. If you would like to try it I'll post it.
