I think common rules of etiquette could apply in that situation. Many problem can be solved using code examples instead of a text response. We're all here to help one another, so an honest effort to reply is better than none at all. I your reply begins with an apology explaining that you don't know the language well enough to write it, then I can't see why that would be a problem.
