Might be because I have the Full VFP7 installed while they have only the runtime (installed via merge module) ?
Might be because I installed the runtime fiz that is available from MS ?

I have heard several folks complain about this including those using the development environment. No one seems to be able to come up with a reproducible scenario to report as a bug, however.
