MelissaData, MyMailList are all garbage. Try USPS if they provide any dll file, I know they do provide service similar to what you are looking for with quarterly updates. I have used a company called 'FirstLogic' in La Crosse which provide Cass certification and Mail Preparation software much better company always on top of any postal changes.
