Well, I'm not familiar with 8.0.3, but since you have a licensed copy, why don't you try giving Oracle a call or e-mail their tech support?

Is there an error number associated with the message? Usually Oracle will report an error number with 3 alpha - 5 numbers, such as ORA-12345 or NMS-00321, etc.

Did you check the Oracle Installer program like I first mentioned? It may show parts of the previous installation that are still on the computer, which you may need to remove completely before trying to install again. Note that you should make sure and stop all Oracle services before trying to uninstall anything. I would guess that there is either something left in the registry that is causing the problem or a configuration file on the hard drive. You may have to risk editing the Windows registry if all else fails.
