I guess, Sergey, that it's just another one of those mysterious things that happen with Windows systems. Must be indirectly dependent on configuration or something.
The VFP7 installed did report completely clean.
Mine was Win98SE as well. Haven't done my Win2K system yet. Still a bit nervous about SP2 there and would really like to have that done before installing VFP.
