What you are doing should work, here is our method of doing it:

* set output from screen to printer
*
SET DEVICE TO PRINTER
SET PRINTER ON

??? HP_VSPACE
??? HP_PITCH
*
* Set device back to screen and flush printer
*
SET PRINTER OFF
SET PRINT TO
SET DEVICE TO SCREEN

P.S. another method we use is to send the codes to a file and then send the file to the printer...
