Sounds like it's relying on having the Windows Script Host installed. If you're running Win98, you can add through the Windows Components in the Add/Remove Programs Control Panel applet. Once that's done, try again.
If it's Win95, remember that Win95 isn't a supported platform. I think Ed Rauh has a link to the MS Windows Script Host site where you can download it for installation. Last I saw, however, it wasn't available because 5.6 is in beta. That may have changed, however.
