I am unsure if I am walking into a trap... but I will be bold enough to give an answer.

No.

Example: A contest to see who is the tallest, but excluded are people that play in the NBA, Amazons and people who eat lots of vegetables.

Although the winner of the contest could in fact be the tallest (and thus the winner), the may in fact not be.

Therefore, the winner should not be recognized as the winner.
