Your are right. It still does not work. It took awhile to test it. I just jumped on it because I had another problem with IE not automating the way I expected since it had never been run under the other account. It was popping up an invisible message box asking for an internet connection, the another one the first time I submitted data, since it was the first time that user had tried to use IE on my PC.
