Yes; use MSCONFIG to add the following line to the System.INI file:

In the [386Enh] area:

PerVMFiles=150

This is case and space-sensitive, so enter it exactly as shown. There are limits to the effectiveness of this entry, fixed by an optional patch downloadable from Microsoft; see the MSKB (or if you have it, Microsoft's TechNet subscription set) for the exact details.

I haven't tried it; it's likely that it will require running in one of the Compatibility modes. You'll still need to apply the speed patch from MS to fix it for processors faster than ~300MHz.
