What he says is true. I think you misinterpret the serial number. One serial number (as often referred when HD serial number is asked) is the one that's assigned with format (since DOS4). This changes with every format or even with a small assembly routine since it's a value written in boot sector.
The other one is manufacturer's code that's burried in firmware. It's same for a series of production (not unique per disk - ie: if your customers all have the same brand, by coincidence same model they have a high chance to have the same serial numbered HDDs).
As a summary neither one is good for protection.
