This will not work; there may not be a C:\WinNT\System32 folder for starters, and IAC, Win2K protects the system directories. You need to install the runtime using Setup Wizard or VSI or a similar tool especially under 2K and XP, so that they properly support side-by-side DLL installation and registration.
