How much RAM is on the notebook, and how many other apps are running at the same time (making sure to count the ones in the system tray)? Additionally, is a virus checker running (turn it off and try the app again), and does the FPD26 app open lots of tables as it starts (lots of developers used to do that as a matter of course in FPD)?
I'd also go up to FILES=99 and BUFFERS=16 and try it there. You might also want to make a separate CONFIG.FP file with a MEMLIMIT setting and add that to the command line for the icon that starts the FPD26 app.
