Ok, here is a major scoop on the contest.

I just finished a 30 minutes call with the director of the contest. Many points were discussed but we haven't had the time to talk about all the points.

However, there is an interesting thing about people who wish to participate in that contest who are presently restricted because of where they live. Many people have talked with me during this week and many people were waiting for some results. Here's one. A person or a company who wish to participate in that contest, which is presently in a restricted area, may have a workaround. The workaround is to have another person or a company, living in a non restricted area, to represent your application. Of course, it requires a person or a company who was involved in putting this application together at various levels. With that, any world wide application may now be submitted to that contest. This is my version of stated that workaround. I hope it is clear enough. This is not a legal statement. This is for your information only.

This solves the level or recognition debate and many other related points. ;)

For those who mentioned an interest to receive a set of documentation about this contest in French, there is also a good chance in obtaining that request. As of today, the set of documentation in French is not available. The director of the contest mentioned that they'll work on that and it's possible that this will be available shortly.
