Running out of ideas here!

Is the form in the VFP window or is it a top level form? Private data session (need SET TALK OFF in the form load too.)? Was it working before and "suddenly" stopped working correctly? Which method contains the SET STEP ON? What if you move the SET STEP ON further upstream in the call stack? Any ActiveX controls? An errant SET TALK ON somewhere?
